The City seeks a motivated and dynamic person with extensive managerial experience at a senior management level, and in a highly complex working environment, that can drive the Property Management department strategy, Important Company strategic leadership and direction in the formulation of the department's short, medium and longterm business plans, and take on responsibility for the strategic direction and control of resources of the Property Management Department.
The successful incumbent will be responsible to drive delivery of strategy aimed at balancing the demands of an historically emotive, highly legislated, complex and highrisk real estate environment with the strategic service delivery objectives of the City of Cape Town and the aspirations of the community IT serves.
Requirements:
Relevant tertiary qualification Property Studies, Urban Planning, Law, Development Studies, Land Survey. A postgraduate degree relevant to the field is preferable Minimum eight 8 years relevant experience within a senior management role Computer literacy Valid drivers licence Ability to work under pressure and meet deadlines within specified timeframes Ability to engage a range of stakeholders.
Key performance areas:
Drive the development and implementation of the Property Management department strategy and forward planning Lead and strategically direct the Real Estate, Property Development and Immovable Property Planning / c functions forthe City including governance, compliance, performance and risk management in these functions Direct and lead the analysis of organisational immovable property asset use and deployment;
identifying areas of risk and tactical opportunity;
determining corporate requirements and expectations in respect of asset acquisition, disposal and reservation for service delivery purposes taking into account demand imperatives, asset availability, lifecycle costing, deployment sustainability and alternatives, business risks and reporting needs Direct the disposal management strategy for immovable property assets no longer required for municipal service delivery purposes Direct, lead and oversee the development of a pipeline of property development opportunities including packaging of development rights through the scoping, negotiation and completion of complex land use, subdivision and valuation processes Direct and oversee the strategic acquisition through negotiation or expropriation of immovable property and rights in property for the development of infrastructure, human settlements and strategic projects and objectives.
