A. Assist municipalities to address the accuracy, validity and completeness of revenue with respect to property rates and municipal service charges:
a) Assist in the preparation and/or review the valuation roll reconciliations i.E., comparison of the valuation roll data to that of the financial billing system (local municipalities);
b) Determine whether the property categories being utilised on the valuation roll and billing system are in accordance with the revised Municipal Property Rates Act (MPRA) categorizations. c) Assist with the preparation and/or review of municipal service charges reconciliations
(applicable to both local and district municipalities);
d) Investigate the key exceptions/ variances/ findings/ discrepancies identified through the reconciliation process. e) Assist and provide guidance/ recommendations to the municipality to address and resolve the key exceptions /variances/ findings/ discrepancies and/or review the municipality's proposed plan and provide feedback. f) Assess whether the tariffs approved by Council are being applied and billed per respective category. g) Identify areas where revenue generation and collection is being compromised and can be improved upon and provide recommendations;
h) Provide recommendations and monitor the implementation thereof by the municipality to address the exceptions/ variances/ findings/ discrepancies. i) Provide training via workshops and/or on-the-job training to the relevant municipal officials on the use of the valuation roll reconciliation tool as well as to perform the required municipal service charges reconciliations. j) Transfer skills to the relevant municipal officials via workshops and/or on-the-job training to enable them to sustain improvements introduced during the support initiative.
B. Improving internal processes, controls and policies to enhance revenue and debt management. a) Conduct an as-is assessment of the processes/ controls for the property rates revenue stream (local municipalities):
i. Identify gaps, weaknesses, and areas for improvement. ii. Provide recommendations to assist the municipality in addressing the gaps and weaknesses identified. b) Conduct an as-is assessment of agreed upon selected processes / controls for other key revenue streams (both local and district municipalities):
i. Identify gaps, weaknesses, and areas for improvement. ii. Provide recommendations to assist the municipality in addressing the gaps and weaknesses identified. c) Perform a high-level review of the credit control and debt collection policies as well as all relevant revenue management policies and provide recommendations (where applicable);
D) Ensure compliance with the applicable legislation, circulars, MFMA requirements, Generally
Recognised Accounting Practice (GRAP) Standards and best practices when providing recommendations and guidance to assist the municipalities in addressing gaps and weaknesses identified. e) Transfer skills via workshops and/or on-the-job training to the relevant municipal officials within the revenue unit to strengthen revenue management capacity and improve internal processes and controls at the municipality.
**C. Assist municipalities with the implementation of the National Treasury tariff setting tool ** a) Assist municipalities to populate the National Treasury tariff setting tool to determine whether tariffs for service charges are cost reflective.

D. Compilation of a closeout report (including action plan) on the procedures performed, findings of the support initiative, challenges and recommendations to the municipality.
