Effectively develop systems and technical innovations to facilitate the management of the Technical Compliance Department. Identify possible risk and implement relevant solutions. Be responsible for projects run by the department and implement standard operating policies and procedures to ensure Dis-Chem is fully compliant with industry regulations and maintain a competitive lead in the market.
Scope:
The role is focused on activities and products dealt with in Foodstuffs, Cosmetics and Disinfectants Act.
The role also provides a support function on activities and products dealt with in the Medicines Act as well as for products which compulsory specifications exist for.
Foodstuffs as per definition in the Foodstuffs, cosmetics and disinfectants act. Includes drinks, baby food, and confectionery.
Complimentary medicine.
Minimum Requirement:
Essential:
Grade 12 / Matric or Senior Certificate
Degree in food science, Food Technology, nutrition, dietetics, Biochemistry or Similar
10 years working experience in a similar role
5 Years
- experience in managing a team
Advantageous:
Post graduate courses on Risk management, Compliance management, Food safety or quality system auditing, Pharmaceutical regulatory compliance or similar
**Job Description**:
Technical Compliance Management:
Monitor and promote compliance with relevant legislation and compulsory specifications.
Accurately inform internal stakeholders of any new regulations and act accordingly.
Inform suppliers of any new regulations that could impact them.
Promote compliance on all levels of the business.
Comment on new regulations where possible and act accordingly.
Ensure vendor compliance:
Liaise and approve Audit Service Providers.
Communicate requirements to suppliers.
Ensure the database is being monitored and updated.
Verify and approve/ reject certificates submitted by suppliers.
Grant/ reject audit postponement requests.
Assist suppliers in understanding requirements - focus on training smaller suppliers.
For suspension or de-listing if there is a significant risk.
Assess label compliance on on-going basis.
Conduct supplier audits when there is an issue, per request of category manager or supplier is in need of assistance.
Ensure new vendor compliance:
Evaluate and recommend new vendors based on their risk profile, regulatory compliance and GMP status.
Oversee label evaluation.
Ensure Label compliance:
Work with vendors national brands to ensure compliance.
Sign off own brand labels.
Ensure product compliance:
Approve product specifications own labels.
Write and approve accept/ reject criteria important for product coming via warehouse.
Compliance Administration:
Important Company up testing and sampling budgets and ensure the department function within the Important Company budgets.
Ensure all relevant administration is up to date and well managed for the department.
Assist with relevant audits when needed.
Liaise with food and nutrition organizations and attend relevant meetings SANCU, NSSA, IFA, HPA, SMASA, South African Chamber of Baking etc..
Conducts Food Safety Risk Assessment and identify possible gaps within Dis-Chem.
Important Company advice on technical matters when needed.
Ensure the necessary religious certificates gets obtained:
Compile a list of kosher products.
Receive and file religious certificates.
Manage food safety standards, policies &
procedures:
Write and approve SOPs for the stores.
Write and approve SOPs for Head Office Food safety policy, recalls, returns, handling of complaints/ queries, vendor requirements, etc..
Write and approve SOPs for Warehouse.
Canteen Compliance Administration:
Perform internal audits for the Dis-Chem Head Office Canteen.
Manage the Dis-Chem Sampling Program for the canteen according to standard operating procedures.
Important Company Dis-Chem employees with basic food hygiene training.
Important Company on-going assistance and advice to Dis-Chem employee-s canteen matters.
Risk Management:
Manage Quality Control function in warehouse:
Implement quality control standards and ensure warehouse personal adhere to these standards.
Approve and/ or reject related activities.
Choose Safe - Quality Verified Retailer:
Liaise with labs LGC, CSIR, Important Company etc. regarding relevant matters.
Important Company associated contacts.
Manage sampling plans.
Communicate results to suppliers and ensure that necessary action is taken.
Ensure results are being captured and updated on relevant database.
Manage project with Important Company.
Liaise with dieticians both publically and individually - especially when they have queries on programme.
Important Company technical queries on programme.
Food safety alerts &
public health risks:
Investigate all relevant matters that might arise.
Evaluate risk and take the necessary action needed.
Manage all recalls and withdrawals:
Liaise with category manager, supplier and warehouse and act accordingly.
Evaluate product risk and advice on necessary action.
Instruct the stores on what appropriate actions to take.
Ensure corrective action is taken if necessary.
Follow up that actions were taken.
Customer Service:
Adhere to customer complaints as soon as they come in and act accordingly.
Liaise with customers if deemed necessary.
Investigate customer complaints and give relevant feedback, if matters are unresolved refer it to management.
Order lab tests if necessary, as per Dis-Chem standard Operating procedures.
Inform suppliers on what documents are required and ensure that they follow correct procedures to investigate.
Important Company customer with a status update regarding their complaint.
Ensure that suppliers take necessary corrective action and follow up where necessary.
Oversee handling of complaints by interns and act accordingly.
Ensure everybody is aware of correct procedure stores, Careline, suppliers.
Liaise with the customer in the case of serious safety and quality complaints.
Order investigations and lab tests if necessary.
Direct supplier on what documents are required and ensure that they follow correct procedure to investigate.
Ensure that supplier takes necessary corrective action.
Capture and trend all complaints and queries.
Human Recourse Management:
Responsible for staff time management, leave, general HR queries, performance reviews, disciplinary action procedures etc.
Manage the Technical Compliance team on a daily basis in assisting them to perform their functions and duties better, productively and more efficiently.
Ensure the Technical Compliance team is fully aware of what is expected of them on a daily basis and that the work load is spread evenly.
Ensure the Technical Compliance team receives the necessary support to function optimally on a daily basis.
Assist the Technical Compliance team with any issues and concerns they might have in a professional and productive manner and refer any unresolved or complex matters to the Finance Manager.
Sign and approve leave required by staff according to Dis-Chem policies and procedures.
Adhere to Dis-Chem policies and procedures regarding staff performance and/ or non-performance including all other Human Resource functions and duties.
Ensure leave batches get submitted to payroll on time.
Ensure Heat calls are logged for staff and office related matters.
Competencies
Essential:
Knowledge of industry best practice and regulations
Basic understanding of invoices and statements will need to work with statements and invoices from labs and other service providers.

Must be able to manage a small team on a day-to-day basis and Important Company leadership when in stores, warehouse or vendor meetings.
Advantageous:
Food safety principals and systems, HACCP, fundamentals of chemistry and microbiology and human nutrition.
Conflict Management skills - Communicate unpopular opinions tactfully.
Positive attitude for 80% of the day you deal with negative situations i.E. serious customer complaints, difficult vendors and pointing out of other-s mistakes
